Can I buy a Croatian Domain Without Citizenship?

Hi all,

I was hoping to buy a domain for Croatia's .hr but it seems that there's a requirement for EU or Croatian citizenship. Is there any legal way around this requirement?

I'm a US citizen who wants to know my options.
