Is Google AdWords allowed dual ads for targeting keywords with 2 different domains?

Hi,

I recently discovered that my competitor has two different domains but with the same theme, site structure, phone number, and business address. He is targeting the money Keyword with two different domains which means that when you type the keyword in Google, the first two ads that pop up are from the same company just 2 different domains! As far as I know, this is not allowed (dual ads).

Is there anything I can do about it?

it is against Google's policy. However, they still can serve ads for different domains and bid for the same keyword.
