I wanted to make an image hosting site. Can anybody enlighten me on what all costs would be associated with it and what scripting expertise would be required?

You could get pre-made image uploading scripts. Try search google for them - I'd imagine that there are free ones available.

Other then that, you'd just need a web hosting plan and your set. To start, a budget hosting plan should be fine.

it depends on the website how you want to make and how many images you want to add then accordingly the designer can give you the quotation
